The first monk of this temple was Gukei. Sai Dojin and Itou gaiki worked as missionaries. In 1632 (Kanei 9), retainer Honda Awanokami asked the 3rd Lord Toshitsune for a property to build the temple, establishing it in Shintatemachi Town. But it was damaged by a flood, and reconstructed in the current place. The Statue of the Goddess of Mercy is believed to be made by the great monk Jikaku is said to have appeared from the bottom of the sea in Owari.
